Maintain CHANGELOG #187

It would be amazing if you could start and maintain a CHANGELOG. I wasn't using cargo-dinghy for two years, now I'm reviving an older project. So many versions of cargo-dinghy have been released meanwhile, and I have absolutely no clue about what was going on from user perspective, what has been fixed, changed, etc.
