[WIP] [1/4] Move a few configs to tone shared #180

Needs accompanying changes for the individual devices.

(Need to test whether moving WIFI_DRIVER_BUILT from device.mk(inherit-product) to PlatformConfig.mk (BoardConfig) breaks the product var handling in macaddrsetup and hardware/broadcom/* includes.)
