Links with fragments fall through to Sopel's basic URL handler #109

Tin. Posted https://github.com/pyenv/pyenv#uninstalling-pyenv in chat today and got output from the built-in url plugin.

Undecided whether this should print the repo info or do something else, but letting the built-in handle it seems wrong. Especially because the title on GH is pretty useless (just says "GitHub - user/repo: short description").

I will do this with the first option, just print the repo info, for the next patch release.

If some other option becomes preferred, that behavior change can happen in a larger upgrade.
