Image Uploading and defaults

api for uploading images that should be able to handle image uploads for different things. maybe a simple ui for managing uploaded images.

• [ ] images model that stores references to images for plugins and extensions to use.
• [ ] image tags model for applying tags that can be used to get groups of images
• [ ] get image uploading working.
• [ ] have it create a new image record and return the gui
• [ ] images module for loading image groups and generating the image url
