A few optimizations that we discussed on IRC.

I also notice a decoration-colored bar, beyond the shadow, when resizing a toplevel to small (<500px?) width or height using rounded corners and no effects or animations. Reproduced with xcalc.

This also happens without your changes, so disregard.
