Create template repository for new services

To make it easier for devs to create a new service within the RVRB platform, create a template repository that contains the base node setup, including;

• Shared service module Hermes
• Test framework and runner
• Github actions to handle test coverage reporting and docker hub deploy
• Linked instructions for adding service to the stack
• ? Example usage of the shared module functions
