.com>ST-514: Distribute tokens for testing applications on Sovrin Test / Dev networks. Updated test-user-enablement script to provide the functionality of tokens transferring to DID associated payment address. If specify parameters sourcePaymentAddressSeed, targetPaymentAddress, and tokensAmount then tokens will be transferred to payment address otherwise no token will be transferred.
