Just got it somehow

Reproduction Have first nuke ops antag role unlocked and just wait till nuke ops rolls and be lucky

yeah ive seen it not check requirements might be if it cant find anyone that meets requirements it picks at random from everyone, possibly disabled recently

That's exactly how it is, if no one in your team managed to roll commander (cause they all have it off/not unlocked) then a random one will get chosen
