There should be a requirement of having the same mods. Just check mod IDs and version numbers.

Some other files to maybe get checksums of: Everything in Maps/ and Data/ matches (probably excluding EngagementDialogue.yaml, ExtraDialogue.yaml, and animationDescriptions.yaml, and other languages?)

Probably want to check the mod manifest for some sort of 'is cosmetic' or otherwise clean tag. For instance, Map Image Exporter wouldn't cause issues.
