Add PSF Photometry #7751

Issue JP-3115 was created on JIRA by Ori Fox:

Add PSF photometry to the pipeline. This will improve our photometric accuracy and add the ability to deal with crowded sources. To do this requires additions to Astropy in some capacity that include, but are not limited, to:

Library PSF Faster Star Finder Advanced PSF fitter Multi-Level2 Image Fit (MCMC) *Faint Object Fitter (upper limits) -> Notebook, not package?

There is a team already starting to think about this, including: Ori Fox Mattia Libralato Jay Anderson Erik Tollerud Larry Bradley Martha Boyer Mike Engesser Varun Bajaj Cami Pacifici Justin Pierel Ricky O'Steen
