Support towncrier >= 21.9.0rc1 #55

Version 21.9.0rc1 of towncrier introduced --version for the tool, which means that, if you want to pass --version when building the changelog, you must pass the build command and not rely on the default command being build.

Can we get this merged and released?

Since we don't really have the testing infra set up fully, I had to manually verify that this subcommand is present and works in v19.2. I think I can merge this now. In the future, we could use some real testing, though. Not just smoke.
