[Upgrade] Replace eloquent/composer-npm-bridge by php-forge/foxy #61

Since eloquent/composer-npm-bridge is flagged as abandoned I did some digging around and found that php-forge/foxy could be a drop in replacement. Am I missing something ? Any objections ?
