feat: update cim_actions file #308

ADDON-71675 Updated the cim_actions.py from the source code with few minor changes required for backward compatibility.

Fixes #288.

@hetangmodi-crest can you please share here which of our TAs use this cim_actions.py file so we know which one might break in the future?

On top of my head - ServiceNow, BMC Remedy, MS Security are the ones I know that have alert actions. I am unaware if any other have or not. However, this list contains the add-ons that can possible have adverse effects.
