According to numpy/numpy#24300, the 2.0 release of NumPy will happen in December 2023. Before that date, we should make a release of the spotfire package to update our versioned requirement on NumPy (to numpy >=1.21,<2.0) so that users will not potentially pull in an incompatible package of NumPy. This is in line with the NumPy maintainers guidance to add the requirement to binary wheels (see linked issue, "Key guidance for users and downstream package authors", point 1) and source distributions (point 2).
