Display Completion Environment in LSP Status Bar Widget

Per conversation in spyder-ide/ux-improvements#10:

• The LSP status bar widget will display "Completion env (\<language>) \<status icon>: \<env type> \<env name> (\<py version>)"
• The console environment status bar widget will be removed.

I'm going to move this issue to the ux improvements repository to discuss it with the team and involve it in our next releases.

We talked about this more today, and while we were able to agree on the idea of combining potential status bar widgets to save space, a look into where how this might be implemented did indeed make us think it was worth keeping it as two separate status bar widgets.

We also agreed to shorten the LSP status by replacing the text with icons (and tooltips that will have the full text description).

• Ready will be replaced by check
• Down will be replaced by close
• Starting and Restarting will continue to use the spinner.

With ready as an example, that might look like:
