Bump TOM 19.84.10; target frameworks, update .NET 4.6.2 to 4.7.2 and remove netcoreapp3.1

• Migrate AMO/TOM to the new multi-runtime packages, replacing the older .retail.amd64 packages. See notes https://learn.microsoft.com/en-us/analysis-services/client-libraries?view=asallproducts-allversions#amo-and-adomd
• Remove support for .NET 4.6.2 target framework and switch to 4.7.2 as 4.6.2 it deprecated and no longer supported by the latest multi-runtime Microsoft.AnalysisServices packages
• Remove support for netcoreapp3.1 target framework as it is deprecated and no longer supported by the latest multi-runtime Microsoft.AnalysisServices packages
