Use inital block as start block for cycle 1 rewards of socializing pool

In the socializing pool contract, the startBlock for cycle 1 is block 1. Primary execution clients won't have block 1 in their block history since they are not archive nodes. Furthur socializing pool blocks will be available in the primary execution client block history. So for cycle 1, we can just use the initial block of the socializing pool contract
