Change dynamic asset serving for missed precompiled files (phone.css) in production #9

This was a temporary fix that will probably be fine in the short to medium term. In high traffic production this is definitely a bad idea.

lol I just spent 6 hours on this problem. I cant figure it out. Neither can G. It will get sorted out, and isn't that big of a deal.

If you are questioning why you got an email. Its because I posted a ticket for that as an error.
