We would like some more clarification on the response. It says “should” but the spec says “must be supported”, so we’re not clear if this is a required element or not. For cancer registries, this is an absolutely required data element; they cannot determine the number of cancers a patient has without knowing the laterality of the tumor. Without this information, the registry cannot provide accurate incidence rates.
