[hrpsys_choreonoid_tutorials] rtc in the same order as real #360

(#359 の作り直しです) 実機環境(trans_ros_bridge/urata_real_hrpsys_config.py)でのrtcのデータ処理順とchoreonoidでのそれが異なっていたので，コメントアウトの位置まで含めて実機側に揃えました． 変更前では，特にrfuなどは1制御周期ずれて動作していたと考えられます．
