[EPIC] Floating action button page improvements #19273

Floating action button seems to be not reliable. It has some rough edges. This epic tracks the issues as they pop up. When it's juicy enough, we can resolve it in one go.

thanks, also we should handle the background color being correct on scroll over content. It uses a blur view there which needs specific colors for light/dark theme
