[SDP-1297] Add message channel priority to organizations table #400

What

add message_channel_priority to organizations table
add trigger to validate the channel priority
modify SendMessage in MessageDispatcher to incorporate channel priority

Why

add ability to handle both sms and e-mail when messaging receivers.
