[Bug]: Doppelganger Protection UI triggers when Validator Key Import Canceled #2001

Bug Description

Observed with Teku VC

  1. Import a Key into Teku by entering the password
  2. Cancel the import when selecting if slashing protection database should be used

Best seen on Teku, however other will also have problems.
