Increase poll for ready duration to account for poor Azure performance #166

Summary

After a number of hub install timeouts that eventually succeed due to poor Azure performance, we're going bumping the timeout! Here's the "straw that broke the camel's back": https://github.com/open-cluster-management/backlog/issues/6549
