add simple package to dyn reconfigure move_base via yaml files

this is just to make testing easier. I also added the current dwa configurations, and the lincoln configuration https://github.com/strands-project/strands_movebase/issues/40#issuecomment-77210882 to the package.

To run just do rosrun param_loader param_loader.py "path_to_yaml"
