Implement Personal Browse component per mockup specification #145

Acceptance Criteria

[ ] Calls all General Browse code and copies all functionality, but has a few major differences:
- Different title signifying the personal nature of this page (rather than being a general public page)
- Only shows the user the replays which they have uploaded
- Page is only accessible by a user who has logged in
- Has a different background to make this page feel vastly different
