Bootstrap QTLC and QTL-UTL to use Quickutil utilities #25

Right now, the client and the server backend currently reimplement utilities that already exist in Quickutil. We can "bootstrap" by generating a Quickutil file via save-utils-as, and use that, updating periodically.
