Option to private or show only to logged in local users instance blocked domains #330

@gaviscapes i would think would require a specific "Domain Block" feature, as the slur regex filter is not just for domains.

I could think of a frontend only "blocklist" that masks it with ***** ( hover or click reveals it )

I think that would work well, but unfortunately fully publicly available blocklists are sometimes a vector of harassment.

It isnt publicly, only to admins ( or community mod ).
