CSS: theme scrollbars #45

Note that this is only for WebKit browsers. Mozilla has a ticket requesting this theming here: https://bugzilla.mozilla.org/show_bug.cgi?id=77790

Other option is handle the scrolling with Javascript, adding a custom scrollbar element. I hope we don't need to consider this option.
