feat: version 3.24 #82

Summary

This version adds:

Logoo fixes
German translations
Modified log levels
Fixed blocklist remove without args
More pt_BR translations
Users can add notes to suggestions
A toggle at both the user and guild level for pings when a thread is created in a suggestion
You can resolve queued suggestions with notes using /approve and /reject
- On approval, it is set as the suggestion note
- On rejection it is shown in the logged embed
Fixed errors not being shown in some buttons
