Cloudwatch to Kinesis Pipe #8

Set up with the Quimby Test logs a Cloudwatch to Kinesis streaming connection.

[x] create kinesis stream for logs
[ ] apply any cloudwatch filters that could help (review this, but pretty sure we want as complete a representation at AWS level of logs generated on machines
[ ] set up the distribution from cloudwatch to kinesis (do we need to set up any special permissions for this - see what is setup)

Have the kinesis stream ready, have access to the cloudwatch logs + log group for quimby test, do not have permissions to create role for them to speak to each other so i can make the pipe connection.
