need to create top level ldp container to hold all annos #38

code / tests should see if it exists and create it if it doesn't exist.

the name of the container should be a sensible default with configurable option

Booting up the app should verify LDP store is avail. Possibly waiting for fcrepo4 as a war file for our jetty instance??
