NOTE: Changes to openapi.yml require updating openapi.yml for sdr-api and dor-services-app and generating models - see README.

Why was this change made? 🤔

Resolves #346 and #318, to be more flexible with hash keys when building and raising clearer errors.

How was this change tested? 🤨

Added specs and specs pass.
