Simplify and standardize DLME deployment #1604

Currently DLME has 'dev', 'stage', 'ua', and 'prod' environments, where 'ua' is what 'stage' typically is and 'stage' is a data staging environment. We can standardize this so that we drop 'ua' and we use 'stage' for reviewing code and data changes.

We will have a prod and stage environment on prem.
