DLME docker build problems #864

Following the instructing in the Docker section of Readme does not work. It seems that the app was updated after the docker container. There are issues related to the database settings. @aaron-collier can probably provide more detail.

I believe this is fixed in https://github.com/sul-dlss/dlme/tree/docker-dev-2. @aaron-collier can you confirm the status of this? Is it waiting on review by others from the infrastructure team?
