date format: output helpful message if unallowable format for dates given to WASAPI endpoint? #49

seems like it's kindasorta ISO 8601, in that it will allow common ISO 8601 usages like 2010-01-01 or 2010-01-01T00:00. but it will 500 on 2010 (just a year), which is valid ISO 8601. so is it ISO 8601, but with a full year/day/month, and maybe a time? what about time zones?
