citations: gather examples from federal legislation #5

This task might entail, for example, paging through a few large bills and cut/pasting citations into a big spreadsheet, and tagging each one with a number that represents it's basic format, then sorting the spreadsheet by the format number at the end, so we have a good-sized corpus of citations to run as test cases for the parser.
