Pretty sure they're not. UserMailingList.send_message is only called from UserMailingList.send_all_updates and it isn't called from anywhere.

Because these don't appear to ever have been enabled, I'm hesitant to start now. This can be a thing we phase in slowly after creating settings for what emails get received, defaulting to false.

RSS works now, so I'm going to mark this done for the time being.
