Finish all required updates for final Gauss PSF run

We will use this issue to keep track of all things that need to be completed before we start our final Gauss PSF run.

I will start by reviewing / approving #76 and then move on to per-exposure wgt & masks, and then seg maps for per-stamp weights of interlopers.

As an addendum to #75, another enhancement: there are values in the medsmaker/superbit/astro_configs/piff.config file that could probably be left blank, such as the input image file names.

Ticking off the Sersic rendering investigation, as it is probably a subdominant source of scatter in the shear bias results of the Gauss PSF runs. Moving it to issue #85 for later.
