noisy velocity signal #147

The motor velocity signal is oscillating, seemingly increasing with higher 
speed. atrias_2012-11-12-12-49-57.bag is a bag-log of a sinusoidal leg motion 
showing the described behavior.

this was caused by loose bolts on the spring mounting plate. See lab meeting 
slides from Jan, 31st.
