Cygwin requires -no-undefined in *_la_LDFLAGS #316

On Cygwin, libtool requires the -no-undefined flag (NOT to be confused with
the -Wl,--no-undefined linker flag) in order to make shared libraries. 
This flag has no effect on other platforms.

Patch for 0.11.0 attached.
