"available_medals" is causing a CTD #179

After a war when the AI goes to assign medal it can't find any and then CTDs

An easy solution I could see is giving all nations a placeholder medal that give no bonuses Disabling By Blood Alone may be a work around as it removes the feature.

Currently testing if this is just CWIC or if it's the other mods installed causing the issue (5 speed is kinda slow) 1) The issue seems to happen on multiplayer saves. 2) The core issue is medals not existing for the game to reference

Closing the bug it seems to be associated with the additional mod CWIC Expanded Decisions and Factions I originally thought it was causing the game to call for an item that did not exist, but i will be forwarding this to the developer of the mod above.

that being said i have no idea what caused it to happen to Aria T'Loak who originally posted about the issue on the discord and his could be isolated to CWIC by itself. Who knows.
