Clarify license #31

I see <license>BSD</license> in the package.xml files, but the BSD license has many variants. Can you provide a clear license and copyright for the project?

Unfortunately, I didn't create the project, I just maintain it nowadays; I would guess it was intended to be the standard 3-clause BSD license used my most official ROS repositories, but we'd have to track down the original author and ask him to be sure.
