As a admin I can create and manage promotional offers and discounts so that I can attract and retain customers.

The admin dashboard includes a promotions management section.
The admin can create new promotions with details like discount percentage, applicable products, and expiration date.
Promotions are saved and applied to relevant products.
Customers see the promotions on the website.
