Implement command-line switches same as lz4 r96. #8

Change -x to -BX. (enable block checksum)
Change -nx to -Sx. disable stream checksum)
Implement output null (for Windows) / /dev/null (for other platforms).
Implement command-line switch concatenation. (eg. lz4c -hcyB4D filename)
Implement -t.
Implement -BD (Issue #7).
