Set up a CI/CD pipeline for the project using the tailcallhq GitHub Workflow template. Ensure automated testing, linting.

Tasks

1. Add the CI/CD pipeline:
   • Integrate the GitHub Workflow template into the repository.
   • Customize it to include steps for linting, testing.
2. Configure pipeline steps:
   • Linting with rustfmt and clippy.
   • Testing with cargo test.
3. Validate the pipeline:
   • Ensure workflows trigger correctly on pull requests and merges.

• CI/CD pipeline is functional and triggers correctly.
