obfuscate4e plugin doesn't install in eclipse 3.7.1 #15

What steps will reproduce the problem?
1. download update site zip file from 
http://code.google.com/p/obfuscate4e/downloads/detail?name=obfuscate4e-updates-0
.7.1.200906021638.zip&can=2&q=
2. install new software from eclipse>help>Install New Software..>Add..>Archive
3. select archive file
4. select all available software, install and restart eclipse

What is the expected output? What do you see instead?
When I right click Manifest.mf file of a plug-in project, under PDE Tools I 
expect to see "Create Proguard obfuscation configuration" but I don't see it.

What version of the product are you using? On what operating system?
3.7.1 on windows 7

Please provide any additional information below.
The same works with 3.5.1

i have same issue with eclipse 3.7.1 i can't find manifest file
