We need to restart miners when user sign in/sign out with twitter to calculate gems

Tested successfully on Windows 11, app version 0.7.0, by connecting & disconnecting to Tari Airdrop and confirming the mining paused and then restarted each time. Checked this by confirming: logs/universe/log/universe-web.log

Tested successfully on MacBook Air 13 inch M1 2020 on Testnet v0.7.0. I tested by following the above steps Tas has in her comment.
