Restrict view of under 18 #491

It would be useful for admins not involved in Children's and Youth work to be restricted from seeing Under 18s (but still able to fully manage the system). For example - an additional checkbox on the user account editing screen like "Persons & Families - Can view/add/edit records of Under 18s"

Workaround: 1) Create a group which holds all adults (see related issue around adding records when restricted to groups) and use restrictions 2) Create a congregation to hold all adults and use restrictions

(As always, apologies if this questions/issue has already been discussed or if we have mis-understood the feature(s))

Jethro doesn't quite have a concent of "under 18s". But it sounds like this would be fulfilled if we added an extra type of account restriction like the existing congregation and group restrictions - namely, age_bracket restriction. Then you could set up an account that could only see adults/seniors/young-adults and not teens/kids/babies (for example).
