Github actions: Use corepack, run yarn prettier, consolidate actions #2291

To tackle a problem in the downstream repo, I had to learn about yarn and corepack, etc. So I updated the downstream actions:

enable corepack to use a fixed version of yarn and set version 1.22.22
implement an action running yarn prettier --check (for obvious reasons)
consolidate versions of node and actions among action YAML files
fix a typo

Please pick whatever you like about this.
